NCESD assists the school districts of Gilliam, Sherman, and Wheeler Counties and the State of Oregon in achieving Oregon's education goals by providing equitable educational opportunities for our public and home school students. Our goal and responsibility is to help each student develop an enthusiasm for learning, a respect for self and others, and the skills to become a creative independent thinker and problem solver.
NCESD regional services are primarily in areas that the school districts alone would not be able to adequately and equitably provide. These services are basically offered within four large categories: Special Needs Children, School Improvement, Technology, and Administrative services.
NCESD is dedicated to providing leadership in helping to achieve Oregon's education goals and working in partnership with our schools and our community to enhance the healthy development of children and families for today and tomorrow.

The Oregon Opportunity Grant (OOG) is Oregon's largest state-funded, need-based grant program for college students. This grant provides funding to more than 40,000 Oregon resident students each year.
OOG is awarded to low-income Oregon residents who are pursuing their first associates or bachelor’s degree at an eligible institution. Award amounts are based on a student’s financial need, the type of institution the student attends, and FAFSA/ORSAA submission date.
OOG Awards for 2022-23
Eligible students who have submitted their FAFSA/ORSAA by March 1, 2022, and have an EFC of 8,000 or less have been awarded the Oregon Opportunity Grant.
For 2022-23, the OOG award amount is based on the student’s Estimated Family Contribution (EFC), the school they attend, and how many credits they enroll each term.

High school and GED® test graduates who will graduate between March 1, 2022 and June 30, 2022 can APPLY NOW.
The deadlines are June 1 for high school seniors and July 12 for GED® test graduates.
Oregon Promise is a state grant that helps to cover tuition costs at any Oregon community college for recent high school graduates and GED® test graduates. Students must apply during their senior year or immediately after GED® test completion.

THE 61ST ANNUAL UNITED STATES SENATE YOUTH PROGRAM WASHINGTON WEEK IS BEING PLANNED FOR MARCH 4–11, 2023 IN WASHINGTON, D.C. THE PROGRAM MAY BE HELD ONLINE PENDING PUBLIC HEALTH GUIDANCE, TO BE DETERMINED IN THE FALL OF 2022.
The United States Senate Youth Program, funded by the William Randolph Hearst Foundation and endorsed by the U.S. Senate, is a once-in-a-lifetime experience for high school students interested in pursuing careers in public service, history or political science.
Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will participate in a remote learning experience about the work of their national government. Student delegates will hear major policy addresses by senators, cabinet members, officials from the Departments of State and Defense and directors of other federal agencies, and they will hear from the president of the United States and a justice of the U.S. Supreme Court. In addition, each delegate will also be awarded a $10,000 college scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science. All high school juniors and seniors must be nominated by their high school principal or designated school official to apply for the program. Nominated students must be active in elected or appointed leadership positions that relate to government, public affairs, education and/or community service. School officials must publicize the opportunity to all qualifying juniors and seniors, develop a process for selection of a nominee(s) from the school, and identify a student(s) to apply.
We encourage public and private high schools to share this information with eligible juniors and seniors, especially those from historically underserved communities.
